		<description>See, I thought there was such a law on the books hence the justification for why Congress was poking around in this.  Indeed, I thought that their intrusiveness meant that there HAD to be such a law.

But now you come around and tell me that there is no law, just a threat that Congress will pass more specific law if they don't 'play ball' so to speak.

Do I have this right?</description>
